This kind of cutter works well for PVC up to an inch in diameter. It makes a nice straight cut and doesn’t leave burrs. This tool is specifically designed to cut PVC. There are other cutters made to work on copper or PVC that also work well. They have the advantage of being useful in more situations.
A hacksaw works too but there is more opportunity for a crooked cut and you always have to trim off the rough edges.
A good caulking gun is worth the few extra dollars it will cost. It will be easier to load and unload and make it easier to produce a nice even bead of cault.
A good tin snips is handy if you are working with metal siding or skirting. A good one will displace the cut metal in a way that helps you keep cutting a straight line.
